<p>As you may know, government spends somewhere up to 70% of their IT budget on maintaining their current IT infrastructure. As long as that continues, we will not be seeing much new money for IT improvements.</p>
<p>So the SI community has to not only find areas for government to invest but they also have to develop a compelling cost justification for government investment&#8230;say to spend $10.00 to save $20.00 on O&#038;M, reinvest $15.00 into new IT initiatives which allows them to ALSO reduce their IT budget by $5.00.</p>
<p>Talk about a challenge! Without a compelling cost justification there is no way an agency will invest to reduce O&#038;M cost</p>
<p>So as a product firm when you are talking to the SI community can you communicate specific cost savings when implementing your technologies? If not, you better figure out a way to do it.</p>
<p>It’s all about investments to reduce O&#038;M. Why do you think data center consolidation and cloud are at the top of every conversation?</p>
<p>My recommendation to the product firms is to quickly get with marketing and develop compelling, specific evidence in cost savings when implementing your technologies.</p>
<p>In today’s market strong technologies are important but if it does not reduce the cost of IT you are not going to get the attention you need in developing SI alliances.</p>

<p>The Commerce Department, for instance, transferred some of its interactive online services to the cloud, allowing it to handle more than 5 million Web hits some weeks during the 2010 census rollout, the department said in a six-month update posted on the Chief Information Officers Council blog. That was the highest volume of Web traffic since the 2000 census, the update noted.</p>
<p>Meanwhile, the Labor Department said it expects to triple the capacity of its Disability.gov website, which offers disabled workers information on benefits and other topics, and avoid up to 75 percent of its old bandwidth costs with a similar cloud move. And the Treasury Department has moved six of its websites, including its main site, Treasury.gov, to the cloud.</p>
<p>The CIO Council began posting the six-month updates on its blog June 1. As of Thursday, a few reports were still dribbling in, but the government&#8217;s largest IT users, with the exception of the Defense Department, had submitted updates.</p>
<p>Kundra&#8217;s office had already publicized many highlights of the updates, such as the 137 federal data centers that the agencies, collectively, expect to close by the end of this year and the 78 services they will move to the cloud by May 2012.</p>
<p>The documents fill in many details, though, including some agency-level dollar figures that had only been described in aggregate before.</p>
<p>The U.S. Agency for International Development, for example, expects to save $20 million over the next five years by moving its email system to the cloud.</p>
<p>USAID has also launched a cloud-based videoconferencing and file-sharing service across its international and domestic offices that logged 1,400 hours of use in March, up 20 percent from the month before, according to the agency&#8217;s report.</p>
<p>The Transportation Department touted an &#8220;Amazon.com-like IT business catalog, a one-stop shop for basic, premium, and fee-for-service IT offerings&#8221; that it&#8217;s in the process of developing for Transportation divisions.</p>
<p>&#8220;As this catalog is fully deployed, DoT users will have a single location to search, select, deploy, rate and provide feedback on IT services,&#8221; the agency said. &#8220;Highly rated services will be expanded; low-rated services will be improved or retired.&#8221;</p>
<p>Most agencies praised Kundra&#8217;s TechStat review process, a sort of intense oral exam for the managers of over-budget or past-deadline IT projects that can result in the projects being drastically scaled down, frozen for further review or canceled entirely.</p>
<p>Many agencies have created an internal version of the TechStat process, though most only began holding sessions in March, according to the reports. </p>
<p>The Housing and Urban Development Department leads the pack, having conducted 22 TechStat sessions since the program was rolled out.</p>

			<content:encoded><![CDATA[<p><img src="http://tci-wp-it.s3.amazonaws.com/wp-content/uploads/2011/05/GeneralDynamics_tn.jpg" alt="" title="GeneralDynamics_tn" width="175" height="131" class="alignright size-full wp-image-898" />The federal government Monday issued a solicitation for cloud email, cloud office automation services (like word processing and spreadsheets), and cloud-based records management services that will be worth up to $2.5 billion over five years.</p>
<p>The solicitation accounts for wide variations in customer demand, as it seeks vendors for private cloud, government-specific cloud, and public cloud computing options, as well as an option that will meet the security demands of agencies doing business in a classified secret environment.</p>
<p>The federal government also expects the services to be used by states and localities as well as federal users. According to federal CIO Vivek Kundra, the General Services Administration (GSA) worked closely with state officials like Utah CIO Stephen Fletcher as it developed the solicitation in order to ensure that it would meet state needs as well as federal needs.</p>
<p>Despite its $2.5 billion contract ceiling, cost savings will be among the contract&#8217;s biggest benefits. GSA has estimated that, based on an average cloud email cost of $14 per month per mailbox, taxpayers will save $1 million annually for every 7,500 federal email boxes that move to cloud-based services, or 44% as compared to existing on-premises email systems. &#8220;The government has a unique opportunity when it pools its purchasing power to drive the marketplace,&#8221; Kundra said <a href="http://www.informationweek.com/news/government/leadership/229402978">in an interview</a> last week.</p>
<p>The solicitation, which takes the form of a blanket purchase agreement under GSA&#8217;s SmartBuy tech-centric procurement program, requires vendors to offer email, migration, and integration services, but it also seeks other services, including office automation and records management.</p>
<p>GSA is looking for email services that meet a number of specifics, including a minimum 5-GB mailbox size, mobile device and browser support, spam and virus filtering, remote provisioning, trouble ticketing and help-desk support, summary reporting on management stats, and 99.9% uptime. It also asks for instant messaging, calendaring, archiving, and e-discovery capabilities.</p>
<p>In terms of office automation, GSA is looking for a wide array of services, including word processing, spreadsheets, presentation services, wiki tools, document repositories, Web conferencing, video chat, unified communications suites, and fax and text messaging services.</p>
<p>Eventually, the services will be made available for purchase with a government credit card at GSA&#8217;s <a href="http://www.informationweek.com/news/government/cloud-saas/220000493">Cloud Computing Storefront</a> at Apps.gov, where GSA currently offers social media, Web analytics, and software-as-a-service tools, and will soon offer <a href="http://www.informationweek.com/news/government/cloud-saas/227900400">infrastructure as a service</a>.</p>
<p>While GSA looks to put its stamp on government email with this solicitation, it isn&#8217;t, by far, the only cloud email game in town. The <a href="http://www.informationweek.com/news/government/cloud-saas/228701932">Department of Agriculture</a>, the <a href="http://www.informationweek.com/news/government/cloud-saas/228500093">GSA</a>, the Department of Energy&#8217;s <a href="http://www.informationweek.com/news/government/cloud-saas/227700346">Lawrence Berkeley National Laboratory</a>, the <a href="http://www.informationweek.com/news/government/cloud-saas/229219490">Department of Veterans Affairs</a>, and the <a href="http://www.informationweek.com/news/government/cloud-saas/229000229">Department of the Interior</a> are all in various stages of planning or migrating to cloud email on their own.</p>

Is the potential sales benefit worth the cost of pursuing and the maintaining the GSA Schedule contract? Fortunately, GSA makes it relatively easy to figure out the GSA contract market in a general sense, less so in a specific sense.</p>
<p>The place to start is GSA’s own web pages. You need some basic information before you start into trying to determine market size.  First you need to learn which GSA Schedule contract you are interested in pursuing. Start your research at the GSA E-Library <a href="http://www.gsaelibrary.gsa.gov/">www.gsaelibrary.gsa.gov</a>. There is a link there on the right to the GSA Schedules listing.  This is a list of all of the GSA schedules and what they cover. Or you can enter a search term representing the products or services you wish to research and let the search engine suggest schedules.</p>
<p>After selecting the GSA Schedule you need to determine the GSA Special Item Number or SIN that covers the specific products or services. For example, if I wanted to check the market for access control systems that are on entryways, I would find that they are Schedule 84, SIN 246 35 1 or 246 35 2 depending on whether they were proximity or other type systems. If I wanted to find out who already had those types of contracts, I could click on the SIN links and see the list of contract holders.  I could also click on any of those contract holders and see what they offered and at what prices.</p>
<p>With this information the next step is to go to the GSA Schedule Sales Query (SSQ) tool to begin the market size research &#8211; <a href="https://ssq.gsa.gov/">https://ssq.gsa.gov/</a>. Select “Create Report” and proceed to the report selection page. The SSQ report generator allows you to quickly select a preformatted report of the GSA Schedule sales. GSA offers eleven report formats. Some of the reports will instruct you to select a Schedule number, a Fiscal Year, a Contract number, or a Company name that you found from your search of the E-Library. The report formats are:</p>

<p>Selecting a report sample helps determine if that report will provide the information you require.</p>
<p>SSQ presents sales figures as reported to GSA by contractors. The reports are generated as quarterly reports for the current year and the past five fiscal years. The sales data reported are updated as contractors&#8217; reports are received 30 days after the end of the quarter, but the data may not be up to date as it relies on the self-reporting of the contractors.  The data is also only provided at the schedule, contractor and /or SIN level.  This does not give you information about the market for a specific product, only a product type. However, GSA does provide the most accurate information available as to the GSA Schedule contract marketplace and it’s free. Happy hunting!</p>

			<content:encoded><![CDATA[<p><img class="alignright size-full wp-image-877" title="federal-spending" src="http://tci-wp-it.s3.amazonaws.com/wp-content/uploads/2011/04/federal-spending.bmp" alt="" />The Obama administration’s fiscal 2012 budget proposal calls for a five-year discretionary spending freeze and $33 billion in other cost-cutting targets and reductions.</p>
<p>If you are either selling IT to the federal government or work on a federal IT program, this might cause a moment of insecurity. But not to worry – too much – says Brian Haney, a senior vice president at market research firm Input Inc.</p>
<p>Of the president’s $3.7 trillion 2012 budget proposal, Haney pointed out, only $1.2 trillion represents the discretionary budget, accounts from which IT funds are normally drawn.</p>
<p>And nearly two-thirds of that budget – or $720 billion – will be excluded from the freeze because it funds programs at the Defense and Homeland Security departments and other agencies considered essential to national security.</p>
<p>That leaves $398 billion in non-essential, non-security related spending – a third of the discretionary budget – that would be subjected to a freeze. “It’s important to keep that in perspective,” Haney told the reseller crowd.</p>
<p>Despite the slow-down, federal IT spending to commercial contractors is expected to grow about 5 percent annually, according to Input, which sizes the 2010 federal IT market at about $86 billion.</p>
<p>By 2015, that would rise to about $110 billion in IT products and services contracted out to commercial suppliers. The growth will be due in part to demand for contractors rising slightly faster than overall IT spending,  Haney noted.</p>
<p>Joseph McCrone, Ingram Micro’s area vice president for government, education and VAR sales, said that, despite the modest forecast, the federal IT market remains robust, especially for channel suppliers.</p>

Hospital IT managers credit the American Recovery  and Reinvestment Act (ARRA) of 2009 as the driving force behind their  current healthcare IT investments, according to a study released Monday  by the Healthcare Information and Management Systems Society (HIMSS) to  coincide with its annual conference in Orlando, Fla.</p>
<p>The report is one of the clearest indications yet that the Obama  administration&#8217;s stimulus spending, which established the Medicare and  Medicaid electronic health record (EHR) incentive programs to help  providers adopt and achieve meaningful use of EHRs, has spurred hospital  spending on health IT modernization &#8212; a measure that will transform  and improve the quality of patient care for decades to come.</p>
<p>According to the findings of the 22nd annual HIMSS leadership survey,  which interviewed 326 IT executives representing nearly 700 hospitals,  68% of respondents indicated that they were going to make additional  investments to position their organization to <a href="http://www.informationweek.com/news/healthcare/EMR/showArticle.jhtml?articleID=229000316">qualify for incentives</a> as a result of the Health Information Technology for Economic and  Clinical Health (HITECH) Act, enacted as part of the ARRA. This  represents an increase from the 59% of respondents who reported this was  the case in the 2010 study.</p>
